Position Description
EnCompass LLC is seeking a Project Manager II (Operations Manager) to support the United States Agency for International Development Bureau for Development, Democracy, and Innovation’s (USAID/DDI) Innovation, Technology, and Research (ITR) Hub contract. The Innovation Design, Execution, and Acceleration Support (IDEAS) contract will provide design assistance, technical expertise, and execution/acceleration support to bolster USAID open innovation programming. The Project Manager II will provide management and operational support by effectively backstopping IDEAS, implementing organizational budget and project management frameworks and processes, applying lessons learned, and improving the project’s performance using EnCompass procedures, systems, tools, and resources.
The Project Manager II will work closely with the Operations team, as well as with the Project Operations and Management Function (POM) and the Finance, Contracts, and Talent Management offices, among others. This individual will ensure efficiencies and support of our technical teams so they can deliver high-level results (i.e., project deliverables) within the project’s budget, scope, schedule, and quality standards. The Project Manager II provides management and operational support to IDEAS, including assessment, planning, delivery, and evaluation of various activities conducted in Washington, D.C. and internationally. As a member of the team’s Project Operations and Management (POM) Function, the Project Manager II ensures that EnCompass delivers the highest quality of work in response to client needs and contract deliverables, within budget and on time.

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is$89,233-$109,154
