Enterprise Architect,Rockville,MD

Alpha Omega is seeking an Enterprise Architect to help our client develop an Agency-wide technology roadmap by stren hening information and resources available to its Enterprise Architecture program in order to achieve the agencys mission through optimal performance of its core business processes within an efficient information technology and health IT environment. The selected candidate will, at a minimum, fulfill the responsibilities listed in the Responsibilities section.


  • Provide comprehensive definition of all aspects of system development from analysis of mission needs to verification of system performance.
  • Perform evaluation of system alternatives and assessment of risks and costs.
  • Provide consultation and strategic guidance to chief enterprise architects, PMs, and other senior technical staff to help shape IT strategy and direction for large and complex Joint IT ecosystems.
  • Support the development and implementation of architecture and architecture governance, with analysis at a level of granularity to understand existing architecture, enable creation ofmodels, and facilitate the architecture lifecycle from creation/capture to archival including solution, segment, and enterprise architecture.
  • Analyze and maintain key agency Enterprise Architecture (EA) products, including current EA, target EA, and enterprise transition plan, enterprise standards profile, EA technical guidance, design patterns, and technology roadmaps.
  • Develop, select, and tailor appropriate EA methodologies, frameworks, and approaches to address client objectives and drive the EA toward business results. Model and analyze enterprise business, applications, and technology environments. Provide input to IT documentation such as system life-cycle support plans.
  • Facilitate stakeholder work sessions focused on making enterprise-wide decisions that balance and prioritize the competing interests of individual stakeholder groups.
  • Provide guidance to client EA program leads in improving the impact and usefulness of EA products, leveraging the EA to inform enterprise decision-making and integrating the EA into broader enterprise planning and governance processes.

Required Skills:

  • Have knowledge and experience using the Portfolio management tool Planview Capability and Technology Management (CTM) - TROUX application to reflect the documentation.
  • Must be familiar and experienced in the application of one or more frameworks such as FEAF and associated reference models; TOGAF, Federal Segment Architecture Methodology (FSAM), GAO Enterprise Architecture Management Maturity Framework (EAMMF) v.2.0; and OMB Enterprise Architecture Assessment Framework for EA to develop EA artifacts;and approaches to address client's objectives and drive the EA toward business results.
  • Should have some knowledge in the areas of Clinger Cohen Act and OMB A-130 requirements, OMB A-11, Capital Planning Investment and Control (CPIC); and NIST Special Publications (800 Series): 800-37, 800-39, 800-53, and 800-60.
  • Gather information about all endpoints on the IHS network including hardware and software utilizing CDM tools (BigFix, Flexera, Splunk, MS ADUC, Symantec SEP, etc.), interviews, site visits, etc.
  • Support the evolution of Business, Data, Application, and Technology architectures from current to future (target) state and provide detailed documentation including exhibits of architectural models.
  • Analyze current infrastructure business processes across the enterprise to identify opportunities for automation and re-use.
  • Collaborate with various teams to strategize and align long term solution for automation including roadmap, tools, framework, and methodology.
  • Define automation processes to fill the gaps between the as-is processes and industry-standard best practices.
  • Enforce adherence to automation standards, guidelines, usability design standards, governance, etc.
  • Develop automation feasibility reports for different applications and systems based on the technical analysis, complexity and reusability
  • Provide support to assist customers in ensuring comprehensive documentation of information systems and resources.
  • At least 3+ years in senior leadership positions working in healthcare solutions and/or product development, technology-enabled consultative product management, product marketing, business development, and/or transformation roles.
  • At least 2+ years experience in business, clinical, financial, operational, and IT processes in healthcare, especially in large enterprises, and understanding of how the cloud can help transform the processes to result in better outcomes for the patients and communities that healthcare providers serve.
  • At least 3-5years experienceworking and dealing with the complexities of the healthcare provider business processes and enterprise IT environments.
